Development Services staff assists the public through planning and building inspection services. The Division coordinates all long range planning efforts, reviews all development proposals, administers historic preservation activities, and conducts related building inspection services.


About the Iowa City Development Review Committee
(starting Oct. 2024)

The Development Review Committee is a working group of specialized City staff who meet weekly to review new concept plans and discuss complex development projects as they are happening. The committee encourages members of the development community to schedule a time to discuss upcoming projects, learn about opportunities, and receive assistance while navigating new projects from start to finish.

Members of the committee represent:

  • Urban Planning
  • Building Safety
  • Engineering (Water/Wastewater/Stormwater/Streets)
  • Traffic Planning
  • Parks and Recreation
  • Fire
  • Economic Development

The Development Committee meets each Thursday at 10 a.m. in the MPOJC conference room at City Hall, 410 E. Washington Street.

Before committing to design and engineering expenses, here are some of the ways the committee can help inform decision making:

  • Provide a better understanding of zoning laws, building codes, permitting processes, and any specific regulations that could impact the project.
  • Assess potential sites as they relate to transportation access, site constraints and nearby infrastructure that might affect the project.
  • Determine if there are financial incentives available.
  • Early discussions with City representatives can help developers anticipate potential challenges or delays, allowing them to manage risks before investing in costly design and engineering work.
  • Establish strong working relationships with City partners and learn who to speak with to address specific issues. This connection can lead to a better experience and hopefully a shorter review and approval process!

Building Inspection Services

Building Inspection staff are responsible for ensuring compliance with all codes and ordinances regulating the protection of the public health, safety, and general welfare as it relates to the built environment and maintenance of existing structures. Working with the Urban Planning staff, the division aims to assist residents and developers with all their building service needs.


Urban Planning

Urban Planning staff coordinates long- and short-term planning and land development efforts of the City. Through its work with developers, residents, and other city departments, the division encourages orderly growth, redevelopment where appropriate, and preservation of historic properties and environmental resources.


The Customer Self Service Portal (CSS)

Use the CSS to apply for certain permit types, pay fees, request inspections, look up case and status information, and see land development activity in your neighborhood. Users require a one-time registration to access the portal. Learn more about how to use the self-service portal here.
