Federal laws are implemented by Iowa City mandating that those who undertake construction activities also use best management practices (BMPs) to prevent pollution from leaving their construction sites.

Construction Site Runoff Application Process
Whose Required to Apply
To comply with the City of Iowa City’s Municipal Separate Storm Sewer System (MS4) permit, the City has created and adopted ordinance 17-8-15: “Construction Site Erosion and Sediment Control”. This ordinance requires any applicant who is obligated by law to obtain an Iowa DNR NPDES General Permit No.2 “Storm Water Discharge Associated with Construction Activities” to obtain the City’s Construction Site Runoff (CSR) permit.
Required Material to Accompany the Application
The CSR permit application requires specific documentation, which is determined by the following classifications of land disturbance activity.
Scale of Future Construction Site
- Acre or Great: List of Required Documents
- Less than an acre, part of a larger development with existing NPDES GP2: List of Required Documents
Continuing Obligations
List of NPDES General Permit No.2/CSR Permit Continuing Obligations [CA1] Required and quarterly evaluations of the storm water runoff practices are to be initiated once land disturbance activity occurs on site. This practice shall continue until all exterior construction activity is completed and all disturbed areas have established proper vegetated coverage of as stated in the NPDES General Permit No.2.
Closing out an NPDES General Permit No.2
Closing out a NPDES General Permit No.2 requires the completion of a Notice of Discontinuation (NOD). The NOD shall be mailed into the IDNR address stated at the bottom of the form.
Potential Applicable State or Federal Required Permits
Some additional state and federal permits may be required depending on the type of work associated with the project. Below is a list of these potential permits:
- NPDES General Permit No.6 – (IDNR) Well Construction Activities.

NPDES General Permit No.9 – (IDNR) Dewatering Activities and Residential Geothermal Discharges

Army Corps of Engineers 404 Permit - Regulates the discharge of dredging or filling in waters of the United States, including wetlands.

IDNR 401 Water Quality Certificate – Associated with Army Corps of Engineers 404 Permit for activities that include construction, excavation or filling in streams, lakes, wetlands, or on the flood plains.
