The Neighborhood Services Division is responsible for administration of various housing services, including rehabilitation programs and housing programs coordinated through the Housing Authority. The division also provides housing inspection services. Iowa City's federal Community Block Grant (CDBG) and HOME programs are also administered through the Neighborhood Services Division.

Community Development

Community Development staff administers a variety of programs through the City's receipt of federal HOME and Community Development Block Grant (CDBG) grant dollars. Services include innovative housing programs, small business services, and various public amenity improvement projects.


Housing Authority

The Housing Authority works to improve the quality of life for clients, acting as a community leader on affordable housing by providing information and education, housing assistance and public and private partnership opportunities. The Housing Authority administers housing assistance programs throughout its jurisdiction, including all of Johnson County and portions of Iowa and Washington Counties.


Housing Inspection Services

The City operates a rental housing inspection program. The division inspects more than 8,800 rental units annually. We work with owners, property managers, and tenants to ensure conformance with the Iowa City Housing Code, which establishes minimum health and safety standards necessary to protect and promote the welfare of tenants and the general public as well.
