About Iowa City’s Deer Management Program

Iowa City developed its deer management program in response to resident concerns about deer in urban and suburban areas. A survey conducted in 2018 revealed the urban deer population had tripled since the City ceased its deer management program in 2010. After coordinating with the Iowa DNR and soliciting public input, the City Council adopted a Deer Management Plan in 2019. This plan was approved through the Iowa Natural Resources Commission (NRC) and included one year of professional sharpshooting, four years of urban bow hunts, and ongoing public education. Council updated its 5-year Deer Management Plan in 2024, which allows the City to continue its non-lethal deer management activities and annual urban bow hunt over the next five years, in addition to one possible professional sharpshoot subject to NRC approval between 2026 and 2029.

2024–2029 (Urban Bow Hunt): Information, rules, and application materials for the annual urban bow hunt is available in the Urban Bow Hunt section below.

2026-2029 (Professional Sharpshooting): Between April 2026 and 2029, the City may request one professional sharpshoot from the NRC. The report on the results of the previous sharpshoot undertaken by White Buffalo, Inc. in 2019–2020 is available in the Documents section below.

Public Input

City staff provides regular updates to the City Council regarding the deer management program. Typically these occur prior to the start of the annual bow hunt and following its conclusion. The public is encouraged to directly address City Council regarding deer management during these updates or during the public comment periods of City Council meetings. 

In addition, the public can send questions, comments, complaints, or suggestions regarding the City's deer management program to deermanagement@iowa-city.org at any time. Staff strives to respond in a timely manner.

A summary of input received each year is included in the annual reports provided to Council. These reports are available in the Documents section below.
