What is the Housing Choice Voucher (HCV) Program?
The Housing Choice Voucher Program (often called Section 8) is a federal program that assists families including the elderly and persons with disabilities who have low income to afford decent, safe housing in our community. The Iowa City Housing Authority (ICHA) administers this program for Johnson, Iowa and parts of Washington counties. The ICHA determines the tenant portion of rent based on the household’s income and makes payment directly to the landlord for the difference between the approved rent and the tenant’s portion.
Did you know: HCV tenants are stable, long-term tenants, staying in the same unit 6-7 years on average.
How do I become a Landlord under the HCV Program?
- Market your unit. Screen and select your tenant. If your selected tenant has a voucher, proceed to step 2.
- Landlord completes a 2-page Request for Tenancy Approval (RFTA) provided by the tenant and returns it to the tenant or the ICHA.
- ICHA reviews the submitted information and determines if the family can afford the unit based on the family’s income and if the proposed rent is reasonable in our area. Once approved, an inspection is scheduled.
- Tenant and landlord enter a lease. Once a lease is entered and unit has passed inspection, the Landlord and ICHA execute a Housing Assistance Payment (HAP) Contract.
- Landlord receives the ICHA housing assistance payment by direct deposit monthly. The tenant pays his/her portion of rent directly to the landlord. Tenant receives a home!
