The City uses the Customer Self-Service (CSS) Portal so people can apply, pay for, and request inspections online.

This system replaces paper or electronic application forms formerly used by Urban Planning, Building Inspections, Rental Housing Inspections, Zoning, Site Plan review, and Public Works.


Building Inspections Permit Process

Inspections for permits must be requested online through the CSS. Once a request has been confirmed by staff, the status will show as scheduled on the applicant’s dashboard. Most inspections require 24-hours notice.


Payment Process

Payments for all services will need to be made in the CSS after setting up an account. Using the online pay option will result in the fastest processing of applications. There is no fee for debit or credit card transactions.

Large payments, invoices greater than $15,000, will be required to be paid using check or money order. When needing to make a large payment, please contact NDS for help by calling 319-356-5135.


Rental Inspections Permit Process

All rental permit applicants are required to have an email address to apply for or renew a rental permit. All notifications for inspections, inspection reports, and re-inspections will only be sent out by email.

The following Housing Applications can be submitted online through CSS.

  • Abandoned Building Registry
  • Board of Appeals applications
  • Rental Permits (Bed and breakfast, standard, enhanced, University)
