For a “Separate” Transfer Agreement, the permittee is required to develop a Storm Water Pollution Prevention Plan (SWPPP) and to acquire their own NPDES General Permit No.2. Each of these documents are to be accompany the CSR Permit application for review as a prerequisite.
SWPPP Narrative – A document narrating existing site conditions, contact information, potential sources of pollution, detailed information of individual erosion and sediment control practices to be utilized as sediment runoff prevention, etc.
To assist with the development of a SWPPP, the City has provided the following SWPPP outline for commercial, industrial, and multi-family residential development, and a SWPPP template for single-family residential lot development:

NPDES General Permit No. 2 – To apply for an IDNR’s NPDES General Permit No.2 a Notice of Intent (NOI) needs to be completed and submitted for approval. Please use the links below to download a printable NOI Application or fill out the application online:

To assist with the NOI application process for projects disturbing less than an acre located within an active NPDES GP2 Development, the City has provided following guidance:
NOTE: A public notice is not required, since one was previously published for the original permit.
Because the site storm water discharge within the active development has previously been permitted, the following information can be obtained from the developer’s NPDES GP2 to complete the NOI application:
- NPDES General Permit No.2 Authorization Number
- Mapping Information (Qtr. Section, Section, Township, Range, Range Direction, County)
To obtain a copy of the development’s NPDES GP2, the IDNR has provided a public NPDES Search engine to be utilized to gather the above information.
